Russia offers to establish an organization with the participation of Russia, the US, EU states and other countries in order to resolve the issues in the Persian Gulf, Russian President Vladimir Putin stressed on Thursday during the plenary session of the Valdai Discussion Club.

"I would like to remind you that following this logic, Russia has come up with the concept of ensuring collective security in the Persian Gulf in July of this year. I think that taking into account the volatile and unpredictable situation in the region, the idea remains topical. We offer to put aside our differences and mutual claims and to establish an organization for security and cooperation in the region basically from scratch, which would include the Gulf States and which could involve Russia, China, the US, the EU, India and other interested states as observers," he said.

On July 23, the Russian Foreign Ministry introduced a concept of collective security in the Persian Gulf region. The concept includes forming an initiative group to organize an international conference on security and cooperation in the Persian Gulf area, which would lead to the establishment of an organization for security and cooperation in the region. Besides, Moscow offered to establish demilitarized zones in the region, abandon permanent deployment of units of non-regional states and establish military hotlines. Earlier, during a joint press conference on the outcomes of the talks with Russian Foreign Minister Sergey Lavrov, Iranian top diplomat Mohammad Javad Zarif welcomed the Russian initiative. He added that Iran offers to create a coalition on security in the Persian Gulf, including Iraq, Saudi Arabia, Bahrain, the United Arab Emirates, Qatar, Oman and Kuwait under the auspices of the UN.

Minister of Industry and Trade Tran Tuan Anh said over the past 50 years of co-operation and development, besides security, political, cultural and social cooperation, ASEAN has been focusing on economic co-operation through the establishment of the ASEAN Economic Community.

ASEAN member states have carried out such activities as one-stop-shop custom procedure, mutual recognition arrangements (MRAs) on electricity, rubber, processed food, pharmaceuticals, etc. Statistics by the Ministry of Industry and Trade reveals when Vietnam joined AFTA in 1996, the country’s two-way trade turnover with other countries in the bloc was only some 5.9 billion USD. In 2018, this number increased by more than 9.5 times and reached about 56.3 billion USD. In the first six months of 2019, Vietnam’s exports to ASEAN reached 13.067 billion USD, up 6.7 percent year-on-year.

Notably, the introduction of the AEC marked a new integration step of ASEAN economies with a goal of building a competitive, dynamic and innovative ASEAN. Tran Thanh Hai, deputy head of the Import-Export Department under the Ministry of Industry and Trade, said that entering the ASEAN market, many Vietnamese products have had positive changes and become more competitive. For example, Vietnam used to acquire shrimp cultivation methods from other countries, such as Thailand in the past. However, it has made it to the list of biggest shrimp exporters in the world. On the other hand, having joined the AEC, enterprises now pay more attention to product quality, including technical standards.

Even when Vietnam enters a new era of integration with global-scale free trade agreements already put on the table for negotiation, the role of ASEAN Economic Community is still significant. AEC lays a firm foundation for Vietnam to continue its journey of global integration, insiders said.

The International Monetary Fund (IMF) is an organization of 189 member countries. It stabilizes the global economy in three ways. First, it monitors global conditions and identifies risks. The IMF’s goal is to prevent these disasters by guiding its members. These countries are willing to give up some of their sovereign authority to achieve that aim.

The IMF has the rare ability to look into and review the economies of all its member countries. As a result, it has its finger on the pulse of the global economy better than any other organization. The IMF produces a wealth of analytical reports. It provides the World Economic Outlook, the Global Financial Stability Report, and the Fiscal Monitor each year. It also delves into regional and country-specific assessments. It uses this information to determine which countries need to improve their policies. Hence, the IMF can identify which countries threaten global stability. The member countries have agreed to listen to the IMF’s recommendations because they want to improve their economies and remove these threats.

Since the Mexican peso crisis of 1994–95 and the Asian crisis of 1997–98, the IMF has taken a more active role to help countries prevent financial crises. It develops standards that its members should follow. For example, members agree to provide adequate foreign exchange reserves in good times. That helps them increase spending to boost their economies during recessions. The IMF reports on members countries’ observance of these standards. It also issues member country reports that investors use to make well-informed decisions. That improves the functioning of financial markets. The IMF also encourages sustained growth and high living standards, which is the best way to reduce members’ vulnerability to crises.

The IMF provides loans to help its members tackle balance of payments problems, stabilize their economies, and restore sustainable growth. Because the Fund lends money, it’s often confused with the World Bank. The World Bank lends money to developing countries for specific projects that will fight poverty. Unlike the World Bank and other development agencies, the IMF does not finance projects. Traditionally, most IMF borrowers were developing countries. They had limited access to international capital markets due to their economic difficulties. An IMF loan signals that a country’s economic policies are on the right track. That reassures investors and acts as a catalyst for attracting funds from other sources. All that shifted in 2010 when the Eurozone crisis prompted the IMF to provide short-term loans to bail out Greece. That was within the IMF’s charter because it prevented a global economic crisis.

The role of the IMF has increased since the onset of the 2008 global financial crisis. In fact, an IMF surveillance report warned about the economic crisis but was ignored. As a result, the IMF has been called upon more and more to provide global economic surveillance. It’s in the best position to do so because it requires members to subject their economic policies to IMF scrutiny. Member countries are also committed to pursuing policies that are conducive to reasonable price stability, and they agree to avoid manipulating exchange rates for unfair competitive advantage.

OPEC was established at a conference held in Baghdad Sept. 10–14, 1960, and was formally constituted in January 1961 by five countries: Saudi Arabia, Iran, Iraq, Kuwait, and Venezuela. Members admitted afterward include Qatar (1961), Indonesia and Libya (1962), Abū Ẓabī (1967), Algeria (1969), Nigeria (1971), Ecuador (1973), and Angola (2007). The United Arab Emirates assumed Abū Ẓabī’s membership in the 1970s. Gabon, which had joined in 1975, withdrew in January 1995, but it had relatively insignificant oil reserves. Ecuador suspended its membership from OPEC from December 1992 until October 2007, while Indonesia suspended its membership beginning in January 2009.

OPEC’s headquarters, first located in Geneva, was moved to Vienna in 1965. OPEC members coordinate policies on oil prices, production, and related matters at semiannual and special meetings of the OPEC Conference. The Board of Governors, which is responsible for managing the organization, convening the Conference, and drawing up the annual budget, contains representatives appointed by each member country; its chair is elected to a one-year term by the Conference. OPEC also possesses a Secretariat, headed by a secretary – general appointed by the Conference for a three-year term; the Secretariat includes research and energy-studies divisions.

OPEC members collectively own about two-thirds of the world’s proven petroleum reserves and account for two-fifths of world oil production. Members differ in a variety of ways, including the size of oil reserves, geography, religion, and economic and political interests. Four members – Kuwait, Qatar, Saudi Arabia, and the United Arab Emirates – have very large per capita oil reserves; they also are relatively strong financially and thus have considerable flexibility in adjusting their production. Saudi Arabia, which has the largest reserves and a relatively small (but fast-growing) population, has traditionally played a dominant role in determining overall production and prices.

Because OPEC has been beset by numerous conflicts throughout its history, some experts have concluded that it is not a cartel – or at least not an effective one – and that it has little, if any, influence over the amount of oil produced or its price. Other experts believe that OPEC is an effective cartel, though it has not been equally effective at all times. The debate largely centers on semantics and the definition of what constitutes a cartel. Those who argue that OPEC is not a cartel emphasize the sovereignty of each member country, the inherent problems of coordinating price and production policies, and the tendency of countries to renege on prior agreements at ministerial meetings. Those who claim that OPEC is a cartel argue that production costs in the Persian Gulf are generally less than 10 percent of the price charged and that prices would decline toward those costs in the absence of coordination by OPEC.

The influence of individual OPEC members on the organization and on the oil market usually depends on their levels of reserves and production. Saudi Arabia, which controls about one-third of OPEC’s total oil reserves, plays a leading role in the organization. Other important members are Iran, Iraq, Kuwait, and the United Arab Emirates, whose combined reserves are significantly greater than those of Saudi Arabia. Kuwait, which has a very small population, has shown a willingness to cut production relative to the size of its reserves, whereas Iran and Iraq, both with large and growing populations, have generally produced at high levels relative to reserves. October brings attention to breast cancer, by raising awareness of treatment, research and prevention. One local company is going a step above the rest, by offering a free home cleaning to a patient undergoing treatment. Cleaning for a Reason is an international organization that provides home cleanings for family members battling cancer.

“I am a breast cancer survivor myself, I was diagnosed in 2011. And so when I found out about this in 2014, after going through my experience of being extremely tired and just no energy at all to perform day to day tasks, that I realized this would be something that would greatly benefit the women in our community,” said Marlo Kanipe, owner of Deserved Comfort House Cleaning. The company partners with Cleaning for a Reason to provide the service locally.

Columbia native Lenora Floyd was diagnosed with breast cancer in 2018, and learned about Cleaning for a Reason from a flyer. “I was sitting at the table and I thought ‘that’s really something that would be such a huge help!’ Because I do most of the cleaning around the house, and I didn’t really know what to expect,” said Floyd. Floyd said having a clean home lifted a burden while she was going through a tough time. “It was just really nice to have that service, and one less thing not to have to worry about. Be able to rest instead of thinking ‘oh, I really need to vacuum up,’” said Floyd.

“The chemotherapy and radiation really just takes a toll on your body. When someone is going through those times, the last thing you want to do is to have to do physical work. And house cleaning, of course, is physical work,” said Kanipe. “It’s nice to be able to take one small thing off of their plate. That they don’t have to worry about cleaning or keeping their house clean,” said Nicka Evans, a certified cleaning technician with Deserved Comfort. “This is what I do for work, it doesn’t seem like it’s a big deal. But to be able to come into someone’s house and see that it is a big deal and it’s important to them, it really means a lot to me.”

Since partnering with Cleaning for a Reason in 2014, Deserved Comfort has donated about $15,000 worth of cleanings. They will continue to help and be there for people as they battle cancer.

In 1988, a year before the Soviet Union collapsed, the 13th National Congress of the Communist Party of Vietnam adopted a resolution to have “more friends and fewer enemies”. So it was not surprising when Vietnam expressed interest in joining ASEAN as early as 1992, or when it did in fact join in July 1995.

Vietnam’s membership of the grouping integrated its security with the whole of Southeast Asia and created a favourable environment for economic development. This, in turn, raised Vietnam’s global image, leading to increased cooperation with multiple players in the region and greater bargaining clout with super powers like the United States and China. As an ASEAN member, Vietnam has worked hard to secure peace and reconciliation among Southeast Asian nations, which were once deeply divided by war. Vietnam was the first Indochinese country to join ASEAN, and its move helped end confrontation between the Indochinese bloc and ASEAN. Vietnam has also helped ASEAN partner with non-regional players.

Vietnam also led efforts within ASEAN to ensure regional security. Soon after becoming a member, Vietnam signed the Treaty on the Southeast Asian Nuclear-Weapon-Free Zone and was one of the founding members of the ASEAN Regional Forum. But the most proactive steps by Hanoi towards regional stability have revolved around disputes in the South China Sea. A direct claimant in the dispute, Vietnam, along with the Philippines, has made constant efforts to put the South China Sea on ASEAN’s agenda, ensuring conflict is dealt with in a constructive way. Vietnam has shown constant support for the Declaration on the Conduct of Parties in the South China Sea, ASEAN’s Six-Point Principles on the East Sea, and the soon-to-be-concluded Code of Conduct of Parties in the East Sea. Vietnam calls for the settlement of disputes by peaceful means on the basis of international law and the 1982 United Nations Convention on the Law of the Sea — including through regulations on respecting exclusive economic zones and the continental shelf of coastal countries.

Vietnam has remained committed to ASEAN since it joined in 1995 and Vietnam is beginning to integrate further with the global community, and cooperation with ASEAN will always be an important pillar in its foreign policy. But Vietnam’s interest in ASEAN is not limited to security issues. Its leadership also drives efforts toward an ASEAN Economic Community (AEC).

The World Health Organization on Wednesday declared the rapidly spreading coronavirus outbreak a pandemic. Director-General Tedros Adhanom Ghebreyesus said that “We expect to see the number of cases, the number of deaths, and the number of affected countries climb even higher.”

WHO officials had said earlier they were hesitant to call the outbreak a pandemic in case it led governments and individuals to give up the fight. On Wednesday, they stressed that fundamental public health interventions can still limit the spread of the virus and drive down cases even where it was transmitting widely, as the work of authorities and communities in China, Singapore, and South Korea has shown.

The virus, which probably originated in bats but passed to people via an as yet unrecognized intermediary animal species, is believed to have started infecting people in Wuhan, China, in late November or early December. Since then the virus has raced around the globe. South Korea, which has reported nearly 8,000 cases, also appears poised to bring its outbreak under control with aggressive measures and widespread testing. But other countries have struggled to follow the leads of China and South Korea — a reality that has frustrated WHO officials who have exhorted the world to do everything possible to end transmission of the virus. Tedros used the fact that 90% of the cumulative cases have been reported in just four countries as evidence that the rest of the world still had time to prevent an explosion of cases with action.

WHO officials also stressed that countries should be implementing a strategic combination two types of measures. One involves trying to detect and stop known chains of transmission by isolating cases and following and potentially quarantining their contacts. The other involves community-level steps like social distancing and comes into play when the virus is spreading more broadly and transmission chains can’t be tracked. Mike Ryan, the head of the WHO’s emergency program, said that the public health interventions might not have straightforward effect, but to slow the spread of the virus. People with severe cases can require long periods of critical care and strain the resources of hospitals. He said he was worried about “the case load, the demand on the health workers, the dangers that come with fatigue, and potentially shortages of personal protective equipment.”
